Leo:  This office isn't always about doing something.  Most of the time it's about not doing something.

Jed and Leo talk after the US retaliates...
 
Jed:  We started this, Leo.
 
Leo:  It isn't about Shareef.
 
Jed:  You're right; it's not.  It's about our allowing the situations in these countries to develop in the first place.
 
Leo:  I'm not going to let you do this...
 
Jed:  We chose the order and certainty of petty desperates over the uncertainty and chaos of developing democracies.
 
Leo:  Shareef ordered the slaughter of innocent women and children.  He wasn't a nationalist or a fledgling democrat.  He was a cold-blooded murderer.
 
Jed:  Six more American boys are dead.
 
Leo:  And that doesn't make you angry?
 
Jed:  Of course that makes me angry!!   (long pause)  
'The ultimate weakness of violence is that it is a descending spiral.  Returning violence with violence only multiplies violence, adding deeper darkness to a night already devoid of stars.'
 
Leo:  Dr. King.
 
Jed:  I'm part of that darkness now, Leo.  When did that happen?
 
Leo:  Dr. King wasn't wrong.  He just didn't have your job.

In the Situation Room as the translator repeats the terrorists' demands...
 
Translator:  He is denouncing the United States, the Kingdom of Qumar, and our attack on holy Moslem lands...And he says if every American soldier is not out of Qumar in 24 hours, they are going to shoot her.

Bartlet and Toby in Toby's office.  Jed looks up from reading the draft of the speech to be given on his return to office...
 
Jed:  Where's the other one?
 
Toby:  What 'other' one?
 
Jed:  The other speech...
 
Toby:  We only wrote one...
 
Toby reluctantly pulls out the alternate speech and gives it to the
President. 
 
Toby:  We won't need it, Sir.
 
Jed reads and is moved to tears.
 
Jed (reading from Will's speech):  'The Lord giveth and the Lord taketh away...'

A tense Bartlet and the world await word of his kidnapped daughter while the acting President decides to attach Qumar.

The international crisis concerning the terrorist abduction of Bartlet's  daughter Zoey reaches critical mass as Walken presides over the bombardment of Qumari terrorist camps while the kidnappers issue a 24-hour deadline for the unlikely removal of American troops from Qumar.

Elsewhere, Josh fumes over his perceived notion that the Republicans will exploit and push forward their own legislative agenda while Toby visits his newborn twins -- even as he oversees the drafting of two presidential speeches that hinge on Zoey's fate.
